The Latin American Federation of Obstetrics and Gynecology Societies (FLASOG) was founded in 1952, foundering the associations, societies and federations of Gynecology and Obstetrics of the following countries: Argentina, Bolivia, Brazil, Cuba, Chile, El Salvador, Mexico , Panama, Paraguay, Peru, Uruguay and Venezuela.

Currently, it is composed of Mexico, Cuba, the Dominican Republic, Haiti, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama, Bolivia, Colombia, Ecuador, Peru, Venezuela, Argentina, Brazil, Chile, Paraguay and Uruguay.



Article 1.

The Latin American Federation of Societies of Obstetrics and Gynecology (FLASOG) is a non-profit institution, which groups with representation by countries and in a regionalized manner the scientific institutions (Societies, Associations, Colleges and Federations) that in Latin America devote themselves to the specialties of Obstetrics and Gynecology and that have been integrated into FLASOG according to the requirements of this Statute and the respective Regulations.

Sole paragraph: FLASOG may also incorporate other federations, societies and national scientific associations for scientific, educational, social or cultural exchange. Your rights, duties and other conditions are specified later in this Statute and its Regulations.


Article 2 : FLASOG will be composed of the following categories of members: 1. Affiliates 2. Associates.


Article 3

Affiliated Members : are National Associations, Associations, Federations and Societies, with equal rights and obligations that group the obstetrics and gynecology specialists of each Latin American country.


Article 4:

Associate Members : are National Associations, Associations, Federations and Societies that do not belong to Latin America and that meet the scientific, educational and social conditions to be integrated into the important activities of FLASOG, after fulfilling the entry conditions specified in Chapter III of this Statute.


Article 5

The headquarters of FLASOG is located in the country where the FLASOG Foundation has legal status.




Article 6

The objectives of FLASOG are:

  1. Integrate in a single group the medical institutions of Latin America dedicated to Obstetrics and Gynecology, at the rate of one per country.
  2. To promote in an integral way the health of women, their well-being and their rights.
  3. Support the scientific, academic, educational, ethical, professional and legal social progress of Obstetrics and Gynecology.
  4. Provide technical cooperation in each country, for the design, formulation and implementation of women's health policies to governmental and non-governmental organizations.
  5. Integrate other national medical associations outside the scope of Latin America dedicated to women's health, which are considered useful for the achievement of the above objectives and meet the income conditions detailed below.


Article 7

To achieve these objectives the following actions will be carried out:

  1. Maintain and establish the necessary relationships with affiliated institutions, National and International Organizations, whether governmental or private, whose activities do not contravene the principles enshrined in this statute.
  2. Represent Latin America before international organizations in matters inherent to Gynecology and Obstetrics
  3. Promote scientific exchange between universities and related institutions in Latin America and the world, to promote international cooperation in the field of Obstetrics and Gynecology
  4. Disseminate and recommend lines of conduct to develop methods of teaching and research, good medical practices and scientific reports through different media.
  5. Promote the rights of women and promote community activities aimed at maintaining and strengthening their health.
  6. Organize Latin American Congresses of Obstetrics and Gynecology, post-graduate courses and scientific meetings that are considered useful for the progress of the specialty
  7. Support the international promotion of National Congresses that take place in the affiliated countries.
  8. Promote in our affiliated institutions the use of existing centers dedicated to research and training of high level in Obstetrics and Gynecology.
  9. Support the creation of the Specialty Councils in the affiliated countries where they do not exist, for the Certification of all the doctors that are part of the Societies that represent the country.




Article 8

The FLASOG for organizational purposes is divided into northern and southern areas:

  1. North Zone :It is divided into:

Mexico and Caribbean Region : integrated by Cuba, Haiti, Mexico and the Dominican Republic

Central American Region : integrated by Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama

  1. South Zone : It is divided into:

Andean Region: integrated by Bolivia, Colombia, Ecuador, Peru and Venezuela

Southern Cone Region: integrated by Argentina, Brazil, Chile, Paraguay and Uruguay


Article 9

The institution wishing to join FLASOG as an Affiliate member must meet the following requirements:

  1. The grouping of Obstetrics and Gynecology must have been founded by means of a Constitutive Act recognized before a Notary Public or equivalent legal procedure, depending on the country to which they belong.
  2. Count in your records with a number of partners of not less than 50, in the case of Societies, Associations or Colleges and for Federations with a total number of members of not less than 100 and not less than five Societies, Associations or Associated Schools to the same
  3. Have accredited the development of regular scientific activities for a minimum period of three continuous years for the Societies, Associations, Colleges or Federations.
  4. To be governed by its own Statute and that none of its articles opposes this Statute.
  5. Submit to the procedure stipulated in the Regulation
  6. In case there are two or more applications from a country, this right will have the oldest in its foundation. Two institutions from the same country will not be allowed.
  7. Be Accepted at a Meeting of the FLASOG Assembly.

Single paragraph : It will be integrated according to the geographical region indicated in Article 8.


Article 10: For the entry of Associate members, the Executive Committee will analyze and evaluate the national institutions that, in the interest of FLASOG or on their own initiative, express their wish to enter under that category. Must meet the requirements of Affiliate members in points 1, 2, 3, 4, 5, 6 of Article 9 of this Statute.

Paragraph one : all income to be approved by the Executive Committee must have a Twinning Agreement previously analyzed and adapted between the parties.

Paragraph two : if an entry is approved by the Executive Committee, it must take the proposal to the next Meeting of the Assembly for its consideration and final approval.

Paragraph three : the Agreement must be signed by the Presidents of both institutions.


Article 11

Of the Rights of the Affiliate members :

  1. Attend the Meetings of the FLASOG Assembly, with voice and vote.
  2. Apply and apply to host FLASOG congresses.
  3. Apply for candidates to be part of the Executive Committee, commissions, committees and working groups.


Article 12

From the Duties of Affiliated Members to FLASOG

  1. Inform the Executive Committee periodically according to the Regulation, about its academic activities and its scientific production published in the journals of the specialty.
  2. Pay annually to the Treasury of the FLASOG according to the number of affiliated persons. The amount will be proposed by the Executive Committee and approved by the Assembly in Ordinary or Extraordinary Meeting.
  3. Attend the FLASOG Congress


Article 13

Of the Rights of Associate Members:

  1. Attend the Meetings of the FLASOG Assembly with the right to speak.
  2. Apply through the Executive Committee: speakers, symposiums or any other activity that could

    be relevant to the Scientific Committee of Congress or other FLASOG activities.

  1. Apply for candidates to join FLASOG committees and working groups.

Sole paragraph: they can not elect or be elected to the Executive Committee


Article 14

Of the Duties of the Associate members:

  1. Pay annually to the Treasury of the FLASOG a fixed membership equivalent to the quota of 50 members

     Affiliates, at unit cost similar to that paid by Affiliate members.

  1. Attend the FLASOG Congress.
  2. Fulfill the commitments established in the Twinning Agreement signed between the parties.


Article 15

Membership of an Affiliate or Associate member of FLASOG is lost:

  1. By written resignation sent to the Executive Committee.
  2. By decision of the Assembly taken based on the report of the Executive Committee, approved by two thirds of the votes of the Assembly. In such a report and decision, no reasons of a philosophical, political or religious nature can be involved.




Article 16

The FLASOG Authorities are:

  1. The assembly
  2. The Executive Committee


Article 17

The Assembly is the highest authority of FLASOG and its resolutions may only be revoked by another Meeting of the Assembly. It is in charge of guiding the general policy of FLASOG, of promoting its progress, of knowing and resolving the transcendent issues and problems of it, of monitoring the validity and compliance with the Statute and the Regulations. Its installation, development and voting will be done as follows:

  1. To declare a quorum must have the presence of half plus one of the official delegates and also half plus one of the Affiliated institutions that have fulfilled the duties of Article 12 of the Statute and are in full enjoyment of rights.
  2. The Executive Committee does not have the right to vote. In case of a tie, the vote of the President of FLASOG decides.


Article 18

Type of Meeting. The Assembly as a body of FLASOG can meet in the following manner:

  1. Ordinary
  2. Extraordinary


Article 19

Ordinary Meeting of the Assembly

  1. It takes place during the Latin American Congresses of Obstetrics and Gynecology, taking from these their ordinal numbering, previous call of the Executive Committee.
  2. It is made up of official delegates of the Affiliate members. The number of delegates (as) will be determined by the number of partners declared by the respective Institution to the Treasury at the time of annual quota payments.
  3. The delegates to the Assembly will be assigned according to the members registered by each institution

  1. The President and direction of debates of the Assembly corresponds to the President of FLASOG.
  2. The resolutions taken at the Assembly are mandatory for all members of FLASOG.
  3. The convocation with the agenda for the Ordinary Meeting of the Assembly must be sent to the President of each Affiliated and Associated institution, at least ninety (90) days before the date set for the Meeting of the Assembly.

Paragraph one: For the review of credentials of the delegates and prepare the installation of the Assembly, a Powers Commission will be appointed and a Preliminary Session will be held. Which is specified in detail in the Regulations of this Statute.

Paragraph two : Associate members will have a representative with the right to speak.


Article 20

The following points are the obligations of the Ordinary Meeting of the Assembly:

  1. Approve the minutes of the previous Meetings of the Assembly (Ordinary and Extraordinary)
  2. Meet, discuss and vote on the Executive Committee Report
  3. Know, discuss and vote the administrative and financial report of the outgoing management.
  4. Choose among its member countries the main headquarters and the alternate headquarters where the subsequent Latin American Congress of Obstetrics and Gynecology will be held.
  5. Consider and ratify the venue of the next Congress and its alternate venue.
  6. Consider and confirm the Latin American Masters of Obstetrics and Gynecology.
  7. Choose the members of the Executive Committee
  8. The points of the Agenda will be detailed in the Regulation


Article 21

The Extraordinary Meeting of the Assembly, will have the following characteristics:

  1. It will have only one delegate representing the total number of votes of the Affiliate member.
  2. It can be convened at the initiative of the Executive Committee when it considers it necessary or at the request of at least one third of the Affiliate member countries, presented by its Presidents. Applicants must state in writing, before the Executive Committee, the matter (s) that they wish to discuss, duly substantiated.
  3. The time between the request, convocation and the celebration will be set by the Executive Committee of FLASOG within a period of no more than 90 continuous days of the application of the Affiliate members and if it is by initiative of the Executive Committee it will be of 45 continuous days minimum .
  4. Only the matters for which it was convened will be dealt with.
  5. The first point of the agenda is to approve the minutes of the previous Extraordinary Meeting
  6. Will receive, discuss, vote to approve, disapprove or make recommendations to the financial report of


Article 22

From the Executive Committee

The Executive Committee is integrated as follows:

President (following alternation of zone and region)

Vice President (from the same region of the President)

Secretary (may belong to any of the member countries)

Treasurer (may belong to any of the member countries)

Outgoing President

Elected President (to elect the president-elect the alternation of zone and region will be respected).


Article 23

Of the postulation, election, swearing-in, beginning of exercise and substitutions of the Executive Committee.

  1. The election of the members of the Executive Committee will be individually
  2. The Executive Committee will be elected for a period of 3 years, by the Assembly at its Ordinary Meeting within the framework of the FLASOG Congress, the nomination and electoral system will be specified in the Regulations.
  3. It is a requirement to apply for any of these positions to be an active member of an affiliated institution, to be nominated by it and to have acted as an official delegate in at least one meeting of the FLASOG Assembly.
  4. At the Closing Session of the Congress and as the last item on the agenda, the outgoing President swears in the President-Elect that he has to assume his functions and immediately proceeds to swear in the rest of the incoming Executive Committee, who assume their duties at that moment. The Regulation will detail the Protocol of said Session
  5. In circumstances that prevent the performance of their positions, the President will be replaced by the Vice President. The Secretary and the Treasurer will be replaced temporarily reciprocally, without prejudice to their own functions.


Article 24

Responsibilities of the Executive Committee

  1. Represent the FLASOG in scientific, cultural, social, legal and administrative acts that correspond to it.
  2. Ensure compliance with the Statute and Regulations of FLASOG.
  3. Appoint the administrative and executive staff that it considers necessary for the smooth running of FLASOG, including the Executive Director, Scientific Director and Administrative Director.
  4. Appoint the members of the Nominating Committee at the rate of one for each region. If possible, giving preference to the last 4 Presidents of FLASOG.
  5. Designate the members of the Scientific Committee at the rate of one for each region (endorsed by your company or federation). The member of the region where the Congress is held will be chosen by the institution of the host country affiliated to FLASOG.
  6. Designate the Committees, Commissions or working groups according to the needs of FLASOG.
  7. Organize the FLASOG Congress.
  8. Discuss, reform and approve the financial report and budget of the next Congress relevant to its management.
  9. Receive to satisfaction the assets (documentary, technological, scientific and economic) generated by the previous Executive Committee, as well as the physical and real estate assets, by means of delivery and in physical form in a maximum of 90 continuous days after taking possession. The details of this delivery will be specified in the Regulation
  10. Prepare the FLASOG financial statements and have them available for presentation at the Extraordinary and Ordinary Meetings of the Assembly.
  11. Draw up an operational plan with your budget for the period you were elected.
  12. Convene the Ordinary Assembly Meeting. The Regulation will specify the details of the form and order of the day.
  13. Convene an Extraordinary Meeting of the Assembly when necessary.
  14. Present a financial report and the entire management at the end of its period to the incoming Executive Committee for a maximum of 90 continuous days after the end of its term.
  15. Update and take responsibility for the smooth operation of the FLASOG website and emphasize the

       dissemination and use of it to encourage your visit as an organ of information disclosure

       academic and other related to the specialty.

  1. Receive, analyze and decide on the incorporation of Associate members. If the institution is accepted, it must

       bring a presentation for consideration by the next Assembly Meeting for its evaluation and

       final resolution.

Single paragraph : the Executive Committee will delegate to one of its members the responsibility of managing the web and other means of communication.


Article 25

Of the functions and duties of the President

  1. Direct and take responsibility for all acts of FLASOG
  2. Exercise the legal and social representation of FLASOG
  3. Preside over the FLASOG Congress
  4. Convene with the Secretary the meetings of the Executive Committee and the Assembly, as well as preside and direct these meetings.
  5. Sign with the Secretary (a) the minutes of the meetings of the Assembly and the Executive Committee, as well as the agreements, diplomas and correspondences.
  6. Prepare and present a report on the management period of the Executive Committee.
  7. Act as ex officio member of the different Committees
  8. Authorize and order the expenses of the FLASOG in agreement with the Treasurer.
  9. To preside over the Foundation or the institution that represents the legal and economic interests of FLASOG.


Article 26

Of the duties and duties of the Vice President

  1. Participate as an ex officio member of all FLASOG Committees.
  2. To fill the functions of the President of the Executive Committee in his temporary or permanent absence.
  3. Fulfill specific functions assigned by the Executive Committee.


Article 27

Of the functions and duties of the Secretary

  1. Convene in conjunction with the President (a) the Meetings of the Executive Committee and the Assembly, as well as the Committees when necessary and prepare the agenda
  2. Draw up a record of each session of the Executive Committee, signed by all its members, as well as of the Meetings of the Assembly and send these to the subsidiary institutions within the following month.
  3. Keep all the minutes of the FLASOG sessions available for all activities.
  4. Maintain a permanent record and report correspondence sent and received
  5. Prepare and communicate the agenda of each Meeting of the Assembly with the established forecast
  6. Keep the FLASOG record file up to date, which will be delivered to the incoming Executive Committee at the end of its term, up to 90 continuous days after taking office.
  7. Exercise the functions of the Protocol of the Inaugural Session and the Closing Session of the Congress, which

      they will be specified in the Regulation.


Article 28

Of the functions and duties of the Treasurer

  1. Prepare and submit financial report of FLASOG before the Executive Committee and the Meetings of the Assembly or at the time requested.
  2. Verify that each affiliated institution is up to date with its annual quotas and inform the Executive Committee about the fulfillment of the same in order to validate its accreditation in the Meeting of the Assembly.
  3. Coordinate and supervise administrative and financial functions of the Administrative Director.
  4. Authorize and order the expenses of the FLASOG in agreement with the President.
  5. Act as Treasurer in the Foundation or the institution that represents the economic interests of FLASOG


Article 29

Of the functions and duties of the President Elect

Actively participate with the right to speak and vote in the planning and decisions of the Executive Committee.


Article 30

Of the functions and duties of the President Elect

Actively participate with the right to speak and vote, advising and cooperating with the Executive Committee.




Article 31

The Executive Committee appoints the Nominating Committee, the Scientific Committee, the Organizing Committee of the Congress and others of a permanent or temporary nature. Its integration, functions and obligations will be determined in the Regulation.

Paragraph one : The President and Vice President of the Executive Committee are ex-officio members of all FLASOG Committees

Paragraph two : The Scientific Director and the respective Committee coordinate the academic activities of the Congress and other academic activities of FLASOG.

Paragraph three : the Nominating Committee and the Scientific Committee must have a representative from each Region.




Article 32

FLASOG, is a non-profit institution, its assets will be managed by a Foundation created to fulfill its objectives.


Article 33

Your assets will be constituted by donations, quotas of Affiliated institutions, Associated institutions, subsidies, trusts, guarantees, contributions, bequests and all movable or immovable assets that are required to fulfill your objectives and duties.


Article 34 .

The annual ordinary fee paid by each affiliated institution, Associated Institutions, Society, Association, School or Federation, will be proposed by the Executive Committee and approved by the Ordinary or Extraordinary Meeting of the Assembly.


Article 35

The annual ordinary quota must be paid in a timely manner during the first quarter of each year. Compliance with this obligation will be governed by the Regulation.


Article 36

Failure to pay an ordinary or extraordinary fee will automatically suspend the Affiliated or Associated institution, whether Society, College, Association or Federation and its partners respectively, from the collective and individual services and benefits to which they are entitled and will be reinstated once paid the corresponding debt.


Article 37

All the income received by FLASOG and its assets will be used exclusively to fulfill its objectives and duties.


Article 38

Of the Travel expenses and other expenses of representation

To run for a position of management or administration in the Flasog is an act of volunteering, and being elected or appointed to that position constitutes the highest honor, which in the scientific-union order, can aspire a Latin American obstetrician-gynecologist. Therefore, occupying it has an absolutely "ad-honorem" character. Any amount received for per diem, accommodation, compensation, transportation, etc., can not be considered a salary, since there is no employment relationship and it constitutes a labor exception.

Sole paragraph : the compensations for these expenses will be specified in the Regulation.




Article 39

Latin American Congresses of Obstetrics and Gynecology

The Latin American Congress of Obstetrics and Gynecology is the scientific meeting of maximum transcendence of the institution. It will seek an active exchange of opinions, stimulating with a criterion of critical evaluation the research, assistance and teaching of Obstetrics and Gynecology in Latin America.

Paragraph one: This Congress will be held every three years and the organization will be the responsibility of the Executive Committee of FLASOG in conjunction with the affiliated institution of the host country.

Paragraph two: The institutions affiliated to FLASOG undertake not to hold or sponsor National or Regional Conferences or Conferences for the two previous months and the following month of the FLASOG Congress. And likewise not to do it simultaneously with him in another country, unless an Ordinary or Extraordinary Meeting of the Assembly authorizes the contrary.

Paragraph three : The host country can not hold its Congress or National Day 6 months before or after the FLASOG Congress.


Article 40

Headquarters of the FLASOG Congress : The countries that meet the requirements proposed in the Regulations may aspire to the Headquarters of a Latin American Congress.


Article 41

The Ordinary Meeting of the Assembly, by majority vote of the delegates present, shall elect the Headquarters and the alternate Office of the subsequent Congress. For this purpose, the Nominating Committee shall submit to it the list of the institutions that have expressed, by written request and during the stipulated period, their interest in being the Headquarters of the Congress.

Paragraph one: The alternate Office will be activated by resignation from the official Office or by decision of the Executive Committee of FLASOG when it finds non-compliance with the stipulated conditions.

Paragraph Two : The alternate Office will have at least one year for the preparation of the Congress, counted from the moment in which it is notified in writing that it must assume its realization.


Article 42

Considerations for election and ratification of venues

The Assembly will take into consideration:

  1. That the Congresses should be held alternately in the north and south zones; turn alternately in its four regions.
  2. Compliance by the FLASOG affiliated institutions that aspire to hold the Congress, of all the obligations and duties of the Statute and its Regulations

Sole paragraph : the consideration and ratification of the next Congress Venue and its alternate Venue will be made in the Ordinary Meeting that precedes its realization.


Article 43

In the Congress the diplomas of Teachers of the Latin American Obstetrician Gynecology and the FLASOG prizes will be given, according to what the Regulation stipulates.


Article 44

Post-Graduate Courses of the FLASOG

They will aim at the theoretical and practical improvement of the Latin American obstetricians and gynecologists as well as the professionals who collaborate with them and will be developed in each Latin American Congress of the FLASOG and in other opportunities according to the opinion of the Executive Committee of the same. Its structure will be planned by the Scientific Director of FLASOG through the Committee that he coordinates and previously submitted for the consideration of the Executive Committee.


Article 45

Credits and Certification

The academic activities of FLASOG will grant credits and may be considered in the certification and recertification of the specialty according to the legislation of each country.




Article 46

The Regulation constitutes the operative operational guide of FLASOG .


Article 47

The modification of the Regulations may be proposed by the Executive Committee or at least one third of the affiliated institutions, its consideration and voting may be done in an Ordinary or Extraordinary Meeting of the Assembly and for its approval a simple majority of present votes is required.




Article 48

The modification of the Statute must be proposed by the Executive Committee or at least one third of the affiliated institutions. For its consideration, an Extraordinary Meeting of the Assembly will be convened and for its approval the favorable vote of two thirds of the accredited delegates present will be required.




Article 49

The duration of FLASOG is indefinite, its dissolution can only be approved by at least 90 percent of the affiliated institutions present at the Ordinary or Extraordinary Meeting of the Assembly.

Paragraph one : if its dissolution is agreed upon, the Assembly will designate three delegates, commissioned to proceed with the liquidation of their assets according to the instructions given by them.

Paragraph two : Your assets must obligatorily pass to Latin American charities.




Article 50

What is not provided for in this Statute may be resolved by a majority of the Executive Committee, but maintained ad referendum to be ratified or not by the next Ordinary or Extraordinary Meeting of the Assembly, to whose consideration the matter shall be submitted.


Article 51

This Statute will become effective as of Friday, September 16, 2016, the date on which it was approved unanimously, at an Extraordinary Meeting of the Assembly convened expressly for its modification, held in Panama City, with the participation of most of the following Affiliated institutions, with official delegates and observers from: Argentina, Bolivia, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Nicaragua, Mexico, Panama, Peru, Dominican Republic, Uruguay and Venezuela.
